Noun Borey grabbed the opener for Police in the 36th minute before Tith Dina doubled the advantage minutes later.
And even though Sovanarithy managed to pull a goal back in the second half, it was too late for a revival.
The loss saw the defending champions slipped down to fourth at the table.
In the meantime, NagaWorld moved up to third after beating Kirivong Sok Sen Chey 3-1.
Elsewhere, Phnom Penh Crown fend off a spirited CMAC United to draw 2-2.
